Helena will have to find a new city manager, again. In an abrupt move, Helena’s city manager announced she has resigned effective immediately, and the city released a statement Friday, saying they have accepted Rachel Harlow-Schalk’s resignation. Harlow-Schalk spent less than a year and a half with the city. She was selected for the position in August 2020 and officially started work in October 2020.
