BILLINGS – New details are being released about an incident involving a USPS mailman pepper spraying a dog at a Billings home last week, outraging residents. A surveillance video of the event was posted to social media showing the mail carrier crossed the street to spray the dog who was contained to a backyard fence at a house he wasn’t delivering mail to. Animal control is investigating. The U.S. Postal Service said the agency is looking into the matter.
